What is the EUDR? Key concepts for exporters

The scope of the EU Deforestation Regulation, the due diligence obligation and the data businesses need to prepare.

The European Union's regulation on deforestation-free products (EUDR, Regulation (EU) 2023/1115) requires that certain commodities and products derived from them can only be placed on the EU market if it is shown that they were produced without causing deforestation or forest degradation and in compliance with the legislation of the country of production.

Which products are covered?

The regulation covers cattle, cocoa, coffee, oil palm, rubber, soya and wood, as well as derived products listed in the annex to the regulation. Whether a product is in scope is determined by the list in the annex and its customs tariff code.

What is due diligence?

Businesses placing covered products on the EU market carry out a due diligence process consisting of information gathering, risk assessment and risk mitigation, and report it to the EU information system through a due diligence statement.

What data is required?

  • Product description and quantity
  • Country of production and geolocation data of the plots where production took place
  • Supplier and customer information
  • Evidence that the product is deforestation-free and legally produced

Where to start?

The first step is to clarify the scope of your products and your role in the supply chain. As application dates and details may be updated, we recommend planning the process by always following official EU sources.
